Introduction
to National safety council (NSC)
National
safety council (NSC) was set up the Ministry of labour, Government of India
(GOI) on 4th March, 1966 to generate, develop and sustain a
voluntary movement on safety, Health and Environment (SHE) at the national
level. It is an apex nonprofit making, tripartite body, registered under the
societies Regis ration Act 1860 and the Bombay public Trust Act 1950.
To fulfill
its objective NSC carries out various activities. These include organizing and
conducting specialized training courses, conferences, seminars & workshops;
conducting consultancy studies such as safety audits, hazard evaluation &
risk assessment; designing and developing HSE promotional materials &
publications; facilitating organizations in celebrating various campaigns e.g.
safety Day, fire service week, world Environment Day. A computerized Management
Information service has been setup for collection, retrieval and dissemination
of information on HSE aspects.
To its
credit, NSC has successfully organized many national and international
conferences e.g. XIII World congress (1993) and XI APOSHO conference (1995) and
implemented many a prestigious project. It also serves as a gateway to state
–of-art information on HSE aspects at the international level.
In the
course of its services for the last 36 years, it has built up technical
expertise and competence to meet the emerging challenges in the HSE aspects due
to continuous advancements in technologies.
Starting
with modest facilities in a very limited office accommodation provided by the
Ministry of Labour in Mumbai, it a very limited office accommodation provided

its Headquarters & Institute building with modern facilities in Navi Mumbai
to meet the demands for its services by the members, which have increased
manifold over these years and to serve them more effectively. It has thus
joined the elite group of a few councils in the world having their own
premises.
It has been
doing dedicated service to the nation in developing and leading the voluntary
movement under the table guidance of the Governing Body since 1966.
After
Independent of India in the year 1947, industrialization growth took place. In
every 5th year National Planning Govt. give much emphasis for
industrial growth for socio-economic development. So a lot of heavy industries
including medium scale & small scale industries were set up nationwide. Rapid
growth of industries improved our socio-economic condition but created a lot of
problem for worked industries.
The issues
related to safety, health, welfare & environment at work place was felt by
top level governing body of Govt. of India during the period of mass industrial
growth i.e., 1947-1965. In the year 1962, a suggestion was passed in the favor
of formation of National safety council as APEX body on behalf of Govt. of
India to hold responsibility to control challenges in regard to safety, health,
welfare & environment at work place.
In the meeting of all state Labour Ministers chaired by Union labour Minister.
In the year
1966 (February) Honorable labour minister Sri. Jagjiban Ram chaired the meeting
of all the state Labour ministers & approved the suggestion made in 1962 to
form National Safety council. On 4th March 1966 NSC was founded and
recorded as foundation day of NSC.
To create
awareness for safety & Health & safe environment of Industrial workers
a movement was initiated & celebrated on National Level on 4th
March 1966.
On 4th
March 1972, this day was declared as National safety Day for 1st
time in India and was observed nationwide.
Since then
every year on 4th march National safety Day has been observed
throughout India to create awareness in safety & Health among all workers
and related persons.
Like wise 4th
march to 10th of every year has been observed as safety week.
The important function of NSC:

To
do research work in the field of safety and occupational health (OH) and
provide solutions.
·
To
conduct promotional work in field of safety & occupational health.
·
To
conduct seminars and training programmers on safety and occupational health.
·
To
initiate for involvement of all corporate sectors and other related
organizations and institutions for united works towards improvement the field
of safety and occupational health.
·
To
produce and distribute promotional safety and occupational health materials.
·
To
participate in the seminars, conferences and programmers conducted by ILO and
otherworld wide organization.
